Water Rates

Life Essentials Water Service service rates are based on the real costs of treating and delivering water to customers, and are regulated by the Virginia State Corporation Commission (SCC).

Billing:


Neighborhoods: Kings Landing, Cypress Cove, Scottswood and Nottoway Gardens

Billing is conducted on a bi-monthly or every two month basis. Consumption for the first 6,000 gallons is $52.00 and $3.20 for each additional 1000 gallons. Households that are non-metered connections are subject to a flat $52.00 fee per billing period.



Neighborhoods: Darden Mills

Billing is conducted on a bi-monthly or every two month basis. Consumption for the first 10,000 gallons is $46.00 and $15.00 for each additional 1000 gallons

Possible Fees

A minimum of a flat $20 late fee charge and/or a finance charge of 1.5% per month, whichever is greater, will be applied to all accounts 30 days past due from the date of billing. Late fees are applied to 30 days from billing date not 30 days from due date. You can always sign up for paperless billing to avoid any disruptions in US Mail service.

 Each customer shall be billed a delinquency service trip fee of $75.00 when a service trip by Life Essentials to the customer's meter location is required because of non-payment. Meters will be turned off and locked for non-payment. Reconnections are subject to full payment of amounts due and normal hours of business, those hours being 9 to 5 Monday through Friday, excluding holidays.


There may be up to a 24-hour window from time of payment to time to time of reconnection for use.


Customers who have made a sufficient payment following disconnection of water service and request to have service restored outside of standard restoration hours will be billed a fee of $100.00.

Delinquency service trips fees are applied for cutoff and for reconnection trips.

When it becomes necessary to lock a meter, and the customer damages the lock or

removes the lock in an attempt to resume water service, the customer will be billed a fee

of $100.00. Life Essentials will arrange for removal of the meter. It is against the law to tamper

or alter a water service meter owned and operated by a public utility company. Life Essentials

will prosecute any offenders to the fullest extent.

When it becomes necessary to replace a water meter that the customer

damaged, the customer will be billed a fee of $400.00 plus the cost of the meter.

A fee of $25.00 will be billed each time a financial institution returns a customer’s

payment. This fee will be refunded upon receipt of satisfactory evidence the payment

was returned solely due to the financial institution’s error.


Checks returned for insufficient funds may be subject to late fees and/or finance charges.    If you know that your payment has been returned for insufficient funds,  please call our office immediately to avoid additional fees.

In cases of repeated delinquency, the customer will be required to pay an advance

service fee. The amount will be based on the customer’s previous 12-month billing

history. Advance service fees will be refunded or automatically applied upon final billing.

A customer whose account has not been delinquent for two years may apply in writing

for a refund of an advance service fee.

Courtesy Payment Plan

A courtesy payment plan may be available for customers temporarily having difficulty managing their bill. Customers approved for a payment plan must maintain eligibility requirements which include maintaining a current account and making timely scheduled payments without a history of late or returned payments.
